张培元村只是庆云县“365暖留工程”的一个缩影。如今，在庆云，不仅留守老人、儿童有了好去处，留守妇女也有了打工挣钱的门路。在严务乡黄邱新村365暖留中心，就有一家工坊，教授农村留守妇女手工草编技艺。“学会了这门手艺，就可以在家编织，在兼顾家庭的同时还能实现灵活就业。”工坊负责人范淑云介绍道。
按照有人管，有人帮，有关爱，有场所，有增收，有安全保障的“6个”工作标准，庆云县依托各村党群服务中心、农村幸福院，打造365暖留中心，由民政局牵头，建立随访机制，时刻监督，形成长效工作机制；充分利用“三帮一”扶贫助学专项基金，做好留守儿童教育工作；社会各界积极参与，设立四点半学校、暖心食堂，开展送戏下乡、广场舞比赛等活动，形成立体式服务关爱格局。
“365暖留工程，目的就是让留守人员每一天都能感受到温暖和关怀，让留守儿童有教育、留守老人有照料、留守妇女有增收，也是补齐民生短板，推动乡村振兴的必由之路。”庆云县民政局局长王建歧说。
